Independent Monitoring Function (DOA) Manager

About the role

ATR, the world’s leading regional aircraft manufacturer, is seeking an Independent Monitoring Function (DOA) Manager to join its Quality Engineering department. The role supports the Chief of Independent Monitoring Function in ensuring compliance with Part 21 requirements and overseeing design organization approvals.

Key responsibilities

• Verify that the Design Management System complies with Part 21 and ATR directives, applying requirements to design partners and subcontractors.
• Coordinate surveillance of design suppliers with DOA delegation and conduct assessments defined in the DOA audit plan.
• Prepare, conduct, follow‑up and close internal DOA audits, and participate in EASA audits and meetings.
• Maintain the DOA Compliance Checklist, signature delegations, the Design Organisation Handbook and manage changes to the DMS.
• Perform regulatory watch and lead training sessions to keep engineering staff up‑to‑date on regulations and the handbook.

Required profile

• Engineering, Quality, Safety or Compliance background with 5‑10 years of aerospace experience.
• Minimum 5 years in engineering/quality and 2‑4 years managing Part 21J approvals.
• Experience interfacing with authorities such as EASA and local regulators.
• Fluent in French and English.

Required skills

• PART 21J management and training, approval management.
• Safety Management Systems (SMS) knowledge.
• Understanding of aircraft regulations, physics and engineering principles.
• Qualified auditor – EN9100 and Part IS are a plus.
• Root Cause Analysis methodologies (8D, Ishikawa, 5W).
