Permanent Control AVP – EU Passported Hub

About the role

Barclays Europe is establishing an EU‑passported hub in France and seeks an Assistant Vice President to build and embed the Permanent Control framework. You will develop key processes, governance and reporting to meet French regulatory requirements and later manage the ongoing control mandate.

Key responsibilities

• Develop and implement the Permanent Control framework, including processes, governance and reporting.
• Provide independent review and challenge of operational risk elements across the bank, ensuring alignment with Barclays Operational Risk Framework.
• Oversee 1st Line activities such as Risk Control Self‑Assessments, risk events and attend key risk meetings.
• Engage with senior stakeholders, regulators and cross‑functional teams to shape the new function.

Required profile

• Proven experience in the Permanent Control function of a large financial institution.
• Strong knowledge of French regulatory rules (e.g., Arrêté du 3 novembre 2014) and associated control requirements.
• Fluency in French and English with excellent written and verbal communication.
• Post‑graduate qualification from a Grande École or a Master’s in finance, risk, economics or a quantitative discipline.

Required skills

• Experience supporting control, risk, regulatory or governance processes in financial services.
• Knowledge of risk mapping, control testing, governance reporting and internal control frameworks.
