Energy Efficiency Finance and MVE Expert

About the role

The United Nations Environment Programme (UNEP) is seeking an Energy Efficiency Finance and Market Monitoring & Verification (MVE) Expert to support its United for Efficiency (U4E) initiative. The consultant will work remotely for a ten‑month assignment, helping developing and emerging markets adopt climate‑friendly cooling and other energy‑efficient technologies.

Key responsibilities

• Conduct financial and market analyses to design financing mechanisms that increase uptake of energy‑efficient cooling solutions.
• Develop Monitoring, Reporting and Verification (MRV) frameworks and tools to track financial, energy and climate impacts of financing schemes.
• Provide technical content and training to government agencies and businesses on Energy Performance Standards (EPS) and their integration into public procurement.
• Ensure compliance of Minimum Energy Performance Standards (MEPS) and label schemes through MVE frameworks, including market surveillance and enforcement.
• Advise on Product Registration Systems (PRS) and deliver capacity‑building activities for effective implementation.
• Assess existing project‑management tools, recommend improvements or alternatives, and support U4E communication campaigns focused on finance and MVE.

Required profile

• Advanced degree in finance, economics, energy policy, or a related field.
• Proven experience in designing and implementing financing mechanisms for energy‑efficiency projects.
• Strong knowledge of MRV, MVE, and market surveillance practices.
• Experience working with governments, industry stakeholders, and international development programmes.
• Excellent analytical, reporting and training skills.
