Transport Sector Expert – Nigeria NDC 3.0 Implementation

About the role

The United Nations Environment Programme (UNEP) seeks a Transport Sector Expert to provide government‑validated technical inputs for Nigeria’s NDC 3.0 Implementation Strategy and to develop an investment‑ready transport pipeline.

Key responsibilities

• Deliver technical inputs for the transport component of Nigeria’s NDC 3.0 Implementation Strategy and Action Plan.
• Prepare a prioritized, investment‑ready pipeline including a screened long‑list, a government‑validated short‑list, pre‑feasibility studies, business‑model analyses and investor‑ready concept notes for at least three priority transport projects.
• Collaborate with a financial‑engineering and modelling expert to ensure projects are bankable and aligned with investor requirements.
• Map existing initiatives, identify barriers (e.g., charging infrastructure, grid reliability, financing) and propose solutions to enhance investability.

Required profile

• Proven expertise in transport sector planning, climate‑related transport policies and investment mobilisation.
• Experience working with government agencies, multilateral development banks, DFIs or private investors on large‑scale transport projects.

Required skills

• Transport sector analysis and feasibility study preparation.
• Knowledge of climate finance mechanisms and NDC implementation frameworks.
