Non-Road Machinery & Stationary Engines Expert (Consultant)

About the role

The United Nations Environment Programme (UNEP) is seeking a consultant to develop an 8,000‑word Sectoral Guidance paper on clean Non‑Road Machinery and Stationary Engines. The work will support the Climate and Clean Air Coalition’s Air Quality Management Exchange Platform (AQMx) and will be conducted remotely over a six‑month part‑time period.

Key responsibilities

• Draft a comprehensive Sectoral Guidance document that outlines health, climate and socio‑economic impacts of non‑road machinery and stationary engines, and provides actionable steps for design, implementation, enforcement, monitoring and evaluation.
• Identify and curate at least 30 relevant resources (reports, scientific publications, databases, tools) for inclusion in the AQMx Resource Exchange Library.
• Conduct consultations with stakeholders such as the CCAC Heavy‑Duty Vehicles and Engines Hub, the Clean Air Task Team and the AQMx Technical Advisory Group to gather inputs and validate recommendations.
• Prepare launch materials, including a PowerPoint presentation and key messages, to accompany the guidance release.

Required profile

• Master’s‑level degree in engineering, agronomy, environmental management, technology, sciences, economics or a related field.
• Minimum five years of professional or scientific experience with non‑road vehicles and stationary engines, including research, project implementation or collaboration with governments.
• Proven experience developing business models and financing options for clean non‑road machinery initiatives.
• Demonstrated ability to produce technical reports and resource compilations.
