Mitigation Specialist Consultant – Paraguay (Hybrid)

About the role

The United Nations Environment Programme is seeking a Mitigation Specialist Consultant to provide technical support for strengthening the mitigation component of Paraguay’s updated Nationally Determined Contribution (NDC 3.0). The role will involve reviewing indicators, supporting BAU scenario analysis, and contributing to the Technology Needs Plan, working under a hybrid model from Asunción.

Key responsibilities

• Review and assess existing environmental and climate indicators relevant to national mitigation measures and actions.
• Map data sources, information systems, reporting mechanisms and responsible institutions, and evaluate indicator quality and suitability.
• Identify opportunities to strengthen and expand the national mitigation monitoring framework and propose additional mitigation indicators.
• Provide technical inputs for the review and strengthening of business‑as‑usual (BAU) scenarios and mitigation measures, including preparation and facilitation of workshops with national stakeholders.
• Contribute to the review and updating of the Technology Needs Plan to ensure alignment with Paraguay’s mitigation priorities.

Required profile

• Demonstrated expertise in climate mitigation, NDC implementation and indicator development.
• Experience working with national climate data systems, BAU scenario analysis and IPCC methodologies.
• Proven ability to coordinate with government ministries, sectoral institutions and international technical teams.
