Methane Specialist – Turkmenistan & Central Asia

About the role

The United Nations Environment Programme (UNEP) is seeking a Methane Specialist to support its International Methane Emissions Observatory (IMEO) activities in Turkmenistan and across Central Asia. The consultant will work remotely, reporting to the MARS Programme Manager, and will play a key role in implementing UNEP’s contribution to the UN Joint Programme.

Key responsibilities

• Provide technical inputs, revisions, and feedback for the UN Joint Programme on methane emissions in Turkmenistan.
• Develop and maintain contact lists for Central Asian governments, national oil companies, and other relevant stakeholders.
• Coordinate partner engagement in Turkmenistan, ensuring alignment of technical activities.
• Deliver regular, synthesized updates to IMEO management on engagement status and progress.
• Notify government and company stakeholders of detected methane emission events and follow up to ensure corrective actions.
• Collect and synthesize stakeholder feedback on emission events, notification processes, and mitigation efforts.
• Facilitate technical follow‑up from IMEO partners to address emission events.
• Encourage participation of relevant contacts in the Oil and Gas Methane Partnership 2.0 (OGMP 2.0).

Required profile

• Master’s degree or equivalent in environmental policy, climate policy, sustainability, political science, or a related field.
• Minimum six years of professional experience in environmental policy, methane emissions, or related technical work.
