International Consultant – Energy Efficiency & LCM of Refrigerants

About the role

The United Nations Environment Programme (UNEP) seeks an International Consultant to support the Dominican Republic’s transition to energy‑efficient and climate‑friendly refrigeration and air‑conditioning. The consultant will work remotely, providing technical guidance to national stakeholders and delivering actionable outputs for future funding.

Key responsibilities

• Prepare a sectoral mapping report on electricity consumption of the RAC sector, gathering data from manufacturers, importers, distributors and large users.
• Organise and facilitate at least four technical workshops (two in Santo Domingo, two in Santiago) with roughly 25 participants each to validate methodology and preliminary results.
• Conduct a regulatory gap analysis, map responsible institutions and propose improvements, including a national roundtable with government, industry and certification bodies.
• Develop a benchmarking study comparing Dominican standards with those of Mexico, Colombia, Chile and Costa Rica, and draft updated minimum energy performance standards for non‑ducted single‑split AC units and household refrigerators.
• Submit a project proposal incorporating ExCom comments and prepare consultation workshops for technicians, importers, NGOs and public institutions.

Required profile

• Advanced university degree (master’s or equivalent) in environmental science, policy, engineering or related field; alternatively a first‑level degree with nine years of relevant experience.
• At least seven years of experience implementing projects linked to multilateral environmental agreements, especially the Montreal Protocol.
• Proven experience designing and implementing energy‑efficiency projects or policies.
• Demonstrated ability to work with government officials in developing countries.
• Fluency in oral and written Spanish; knowledge of other UN languages is a plus.
