GlobalABC Hubs, Action Groups and ICBC Consultant

About the role

The United Nations Environment Programme (UNEP) seeks a consultant to support the Global Alliance for Buildings and Construction (GlobalABC) and the Intergovernmental Council for Buildings and Climate (ICBC). The role involves producing technical analyses, policy documents and communication materials that advance sustainable building and construction initiatives.

Key responsibilities

• Prepare a stakeholder and membership mapping report for active GlobalABC Hubs and Action Groups.
• Draft technical notes, analytical reports and background documents summarising inputs on priority themes in sustainable buildings.
• Develop briefing notes and thematic input documents for Hub and Action Group sessions and for the GlobalABC Knowledge Hub.
• Produce analytical reports on emerging issues and recommended priorities across Hubs and Action Groups.
• Generate mapping reports of ICBC member‑country priorities and review the ICBC workplan.
• Create country briefing materials, needs‑assessment reports and post‑meeting summaries for ICBC technical and ministerial sessions.
• Track progress of member‑country alignment with the Chaillot Declaration commitments and contribute to country‑level deliverables.

Required profile

• Proven experience in technical analysis and policy writing for sustainable buildings or climate‑related sectors.
• Familiarity with intergovernmental processes and ability to coordinate with national focal points.
• Strong analytical skills to produce high‑quality reports and mapping documents.
• Excellent written communication to deliver clear briefing and background materials.
