DOA Independent Monitoring Function Manager

About the role

ATR, a joint venture between Airbus and Leonardo producing regional turboprop aircraft, is looking for a DOA Ref – IMF (Independent Monitoring Function) Manager to join its Quality Engineering department in Sandrine's team. The IMF team carries out the independent surveillance required by Part 21.21.A.239(e) within the Design Management System (DMS), acting as the interface between ATR Engineering and EASA.

Key responsibilities

• Verify that the DMS complies with Part 21, so that requirements are implemented through ATR directives and procedures and applied to design partners and subcontractors.
• Coordinate assessments of design suppliers with DOA delegation, checking compliance with Part 21 and design organisation interface documents.
• Prepare, conduct, follow up and close internal DOA audits, and perform regulatory watch.
• Maintain the DOA CCL (Compliance Checklist) and manage and monitor DOA signature delegations.
• Analyse changes to the DMS and keep the Design Organisation Handbook (DOH) up to date.
• Take part in EASA audits and ATR/EASA meetings, and lead training sessions on regulations and the DOH.

Required profile

• Engineering, quality, safety or compliance studies.
• 5 to 10 years in the aerospace industry, including at least 5 years in engineering or quality.
• 2 to 4 years of experience in Part 21J management.
• Experience interfacing with authorities such as EASA or local authorities.
• French and English proficiency.

Required skills

• Part 21J management and training, and approval management.
• Safety Management Systems (SMS).
• Qualified auditor; EN9100 and Part IS are a plus.
• Root cause analysis methods such as 8D, Ishikawa diagrams and 5W.
• Stakeholder management, prioritisation, conflict resolution and change management.
