Gender and Social Safeguards Expert – Liberia

About the role

The United Nations Environment Programme (UNEP) is seeking a Gender and Social Safeguards Expert to support Liberia’s Revised Nationally Determined Contribution (NDC) Implementation Plan. Based in Monrovia, the consultant will work from September 2026 to March 2027, delivering gender‑responsive measures, criteria and indicators that align with the project’s financing and investment strategies.

Key responsibilities

• Develop gender‑responsive measures, criteria and indicators for the Revised NDC Implementation Plan and the Updated NDC Investment Plan.
• Support the creation of a project gender plan and conduct an inception gender analysis.
• Ensure sex‑disaggregated participation in consultations, validation workshops and stakeholder engagements.
• Apply a gender‑responsive financing lens to the Investment Plan.
• Produce a final gender mainstreaming report documenting outcomes against gender targets.
• Coordinate with the UNEP NDC Act & Invest team and partner organisations to align gender safeguards with broader climate objectives.

Required profile

• Advanced degree in gender studies, social sciences, climate policy or a related field.
• Proven experience designing and implementing gender‑responsive safeguards in climate or environmental projects.
• Familiarity with the NDC process and UNFCCC reporting mechanisms.
• Strong analytical and reporting skills, with ability to produce gender‑focused indicators and assessments.
• Experience working in Liberia or similar West African contexts is an advantage.
