Buildings and Carbon Management Policy Specialist

About the role

The United Nations Environment Programme (UNEP) is seeking a consultant to provide technical, analytical and strategic support for its Buildings and Construction programme and emerging carbon drawdown workstream. Working under the Head of the Policy and Planning Unit and the GlobalABC Programme Officer, the specialist will help shape UNEP’s agenda on low‑carbon buildings, carbon utilization and material‑economy approaches.

Key responsibilities

• Coordinate and support strategic planning across GlobalABC activities, including work planning, flagship products and partner engagement.
• Conduct technical and policy analysis on carbon drawdown, carbon utilization, carbon storage and material‑economy approaches for the construction sector.
• Develop project concepts, funding proposals and partnership opportunities to advance UNEP’s buildings and carbon drawdown agenda.
• Produce strategic recommendations, technical reports and policy inputs for UNEP’s participation in international climate processes such as COP31 and UNEA.
• Strengthen linkages between UNEP’s Buildings and Construction activities and global, regional and national carbon drawdown initiatives.

Required profile

• Background in civil engineering or related built‑environment discipline.
• Experience with green building solutions and sustainable construction practices.
• Strong research and analytical capabilities, especially in carbon management and policy analysis.
• Ability to engage with multiple UNEP teams and external partners.
