Transport Sector Expert – Nigeria NDC 3.0 Implementation

About the role

The United Nations Environment Programme (UNEP) is seeking a Transport Sector Expert to support Nigeria’s NDC 3.0 Implementation Strategy and Action Plan. The consultant will work remotely from Paris with occasional missions to Abuja, delivering technical inputs that translate climate commitments into investment‑ready transport projects.

Key responsibilities

• Provide government‑validated technical inputs for the transport component of Nigeria’s NDC 3.0 Implementation Strategy.
• Develop a prioritized, investment‑ready transport pipeline, including a screened long‑list, a short‑list, pre‑feasibility studies, business‑model analyses, and investor‑ready concept notes for at least three priority projects.
• Collaborate closely with a financial engineering, structuring and financial modelling expert to ensure projects are financially viable.
• Coordinate with UNEP’s NDC Act & Invest team and partner organisations to align project outputs with broader climate‑finance objectives.
• Support reporting and knowledge sharing across the UNEP mitigation branch and partner networks.

Required profile

• Proven experience in transport sector analysis and project development, preferably in emerging economies.
• Strong understanding of Nationally Determined Contributions (NDCs) and climate‑finance mechanisms.
• Demonstrated ability to work with government stakeholders and multi‑donor environments.
• Excellent analytical and report‑writing skills.
