Senior Programme Specialist – Climate & Clean Air Coalition

About the role

The Climate and Clean Air Coalition (CCAC) seeks a senior‑level consultant to provide specialist support for the design, management and delivery of its programmes. Based in Paris, the specialist will ensure CCAC initiatives are strategically positioned, effectively implemented and aligned with broader coalition priorities.

Key responsibilities

• Provide strategic, programmatic and technical advice for an assigned CCAC portfolio or sector.
• Develop proposals with clear priorities, work plans, partnership arrangements and success metrics.
• Advise on complex engagement with governments, partners, funders and senior stakeholders.
• Support major projects, grants and workstreams, managing scope, resources, timelines, risks and quality.
• Deliver quality assurance for strategies, governance papers, donor products and technical outputs.
• Represent CCAC at senior policy, technical and partnership forums.
• Identify strategic opportunities, delivery constraints and emerging risks, offering clear recommendations.
• Mobilize and coordinate expertise across Secretariat functions.

Required profile

• Extensive experience in programme and portfolio management within climate, air quality or related environmental sectors.
• Proven ability to engage senior government officials, international organisations and private‑sector partners.
• Strong background in developing proposals, strategic documents and governance frameworks.
• Demonstrated expertise in risk assessment, resource mobilisation and results‑oriented delivery.
