Programme Management Officer – Mining, Minerals & Metals

About the role

The United Nations Environment Programme (UNEP) is seeking a Programme Management Officer to lead and supervise projects focused on artisanal and small‑scale gold mining (ASGM) and mercury mining within its Industry and Economy Division. Based in Paris, the officer will contribute to UNEP’s mission of promoting sustainable consumption and production and ensuring environmentally sound management of mining activities.

Key responsibilities

• Identify, develop and secure approval for high‑quality GEF projects on ASGM and primary mining aligned with UNEP strategic priorities.
• Establish legal and operational structures, prepare agreements with Executing Agencies, and conduct due‑diligence and capacity assessments.
• Register projects in UNEP internal systems, coordinate with Regional Offices and UN Country Teams, and manage project closure.
• Supervise Executing Agencies to meet result frameworks, budget targets and fiduciary standards, providing support for work planning and budgeting.
• Ensure timely, high‑quality quarterly and annual reporting, and support audit and procurement compliance.
• Provide quality assurance of technical outputs and deliverables of GEF projects.

Required profile

• Proven experience in developing and managing GEF‑funded projects, preferably in the mining or minerals sector.
• Strong knowledge of legal, financial and operational aspects of project implementation.
• Ability to work with diverse partners, conduct due‑diligence assessments and ensure compliance with fiduciary standards.
• Excellent analytical, reporting and communication skills.
