Data and Knowledge Management Expert

About the role

UNEP is seeking a Data and Knowledge Management Expert to lead the preparatory and design phase of a Product Registration System (PRS) for ASEAN member states. The consultant will work remotely for six months, delivering a comprehensive assessment, functional and technical design, and implementation roadmap.

Key responsibilities

• Review and assess the existing UNEP U4E PRS, including source‑code and architecture.
• Identify reusable components, document gaps, risks and improvement opportunities.
• Conduct stakeholder consultations with UNEP, National Ozone Units and partner institutions to gather requirements.
• Document operational workflows, institutional procedures, user roles, access controls and permission structures.
• Develop system architecture, security specifications and country‑specific configuration requirements.
• Produce functional and technical design specifications and an implementation plan for deployment in the ASEAN region.

Required profile

• Proven experience in data and knowledge management, preferably in environmental or regulatory contexts.
• Demonstrated ability to perform source‑code reviews and architectural assessments.
• Strong analytical skills for stakeholder and requirements analysis.
• Experience designing and configuring product registration or similar compliance systems.
