Construction & Operations Regulation Expert

About the role

UNEP is seeking a Construction & Operations Regulation Expert to support Cambodia in creating national green building guidelines. The consultant will lead the development of implementation guidelines for the construction and operational phases of the country’s green building regulatory framework.

Key responsibilities

• Prepare an inception report by reviewing existing green building guidelines and relevant literature.
• Develop comprehensive national green building guidelines aligned with Cambodian government priorities.
• Provide technical support for compliance monitoring, enforcement, commissioning, and building operations.
• Coordinate with the Ministry of Land Management, Urban Planning and Construction and the Ministry of Environment.
• Ensure guidelines reflect institutional arrangements and stakeholder needs.

Required profile

• Advanced university degree (Master’s or equivalent) in architecture, engineering, economics, environmental or social sciences; Ph.D. a plus.
• Minimum five years of professional experience in the building and construction sector, climate change, energy efficiency or building operations management.
• Experience developing regulatory or guideline documents for sustainable construction.
