Building Design Regulation Expert

About the role

The United Nations Environment Programme (UNEP), through the Global Alliance for Buildings and Construction (GlobalABC), is seeking a Building Design Regulation Expert to support the development of design implementation guidelines for Cambodia's green building regulatory framework. This 7‑month consultancy will act as a technical bridge between UNEP, GlobalABC, and Cambodian government ministries.

Key responsibilities

• Provide technical support for drafting building‑design guidelines that translate international green‑building best practices into practical, locally‑relevant standards.
• Coordinate with the Ministry of Land Management, Urban Planning and Construction (MLMUPC) and the Ministry of Environment (MoE) to ensure alignment with national priorities.
• Conduct technical reviews, contextualise global standards, and develop guidance materials for design compliance pathways.
• Facilitate stakeholder engagement and knowledge transfer to ensure the guidelines are implementable and fit for purpose.

Required profile

• Advanced university degree (Master’s or equivalent) in architecture, engineering, economics, environmental or social sciences.
• At least two years of relevant professional experience in building design, green‑building regulations, or related fields.
• Demonstrated understanding of Cambodia’s regulatory, institutional, and construction sector landscape.

Required skills

• Strong knowledge of green building design standards and regulations.
• Experience in drafting technical guidelines and conducting stakeholder coordination.
• Ability to adapt international best practices to local contexts.
